NHCRWA 2021 Fee Increase for HCMUD 249 Residents

NHCRWA UPDATE:

The NHCRWA Election is on the November 8th, 2022, general election ballot. There are challengers in 4 of the 5 NHCRWA Districts. In each District, the Challenger is listed as the first option and the Incumbent is listed as the second option on the ballot. MUD 249 is in District 5 where Roy Burroughs is challenging Incumbent Kelly Fessler.


Harris County Municipal Utility District No. 249 residents are likely familiar with the North Harris County Regional Water Authority (NHCRWA) fee on their monthly water bills. Effective April 1, 2021, the NHCRWA has increased its groundwater pumpage fee to $4.60 per 1,000 gallons. This NHCRWA rate change will be reflected in District residents’ next utility bill. It is important for residents to know that this fee is not issued by the District, however, is passed through.

Why is there a NHCRWA Fee on monthly water bills?

The NHCRWA is a governmental entity created by the Texas Legislature to aid in converting groundwater to surface water within its region. Their primary assignment is to develop and implement a strategy for complying with the Harris-Galveston Subsidence District’s Regulatory Plan that requires a reduction in groundwater usage. To achieve these goals, the NHCRWA assesses fees based on the amount of water that is pumped through the District’s infrastructure and delivered to consumers within its boundaries. Consequently, the District is charged a fee (GRP Fee) for every 1,000 gallons of water withdrawn by the District, which includes occasional fee increases. This NHCRWA mandated fee is found on residential water bills.
